Military Academy Florida - In the days since Marion Military Academy, the district's only high school, was abruptly closed Monday, school district officials have worked diligently to prepare for the return of 185 cadets to the traditional school.

But the plan met with resistance, even anger, as a handful of students and parents booed Superintendent of Schools Heidi Maier Wednesday night during a speech at the Marion Technical Institute auditorium in Marion.

A few seconds after Maier started speaking, the parents in the meeting interrupted him several times until a woman stood up.

Many parents criticized the district for closing the school, although Academy board president Charles deMenzes said the trustees, not the school district or board, made the decision on Dec. 10 to close the school.

Students were notified late Monday of the closure. Students were informed before parents were informed of the decision.

"We're here to move forward," Maier said, adding that the district's administration has been working non-stop for two days to give parents and students "a choice."

Three of the four options were for all cadets, regardless of grade level: Return to their desegregated high schools; apply to another high school through the School Choice program; or home school through Marion Virtual School or Florida Virtual School.

A fourth option for junior and senior cadets is to attend Marion Technical Institute as a group. Students can still take introductory classes at MTI's campus, and enroll in one of MTI's advanced courses.

Maier said he is working with Rep. US Rep. Neal Dunn, R-Panama City, whose district covers most of Florida, including western Marion County.

Maier said he is pushing Dunn to expedite the Junior Reserve Officer Training Program, or JROTC, at MTI so cadets can still have a military component to their education. It will not be completed when the second semester begins on January 7 after the winter break.

A fourth option for freshmen and graduates is to spend half a day in elementary school and take a bus to MTI to study in one of the professions. Cadets may not have all classes together.

Mayer invited parents and cadets to tour the MTI campus from 7:30 to 9:15 a.m. Friday.

Jeff Gann, a former Marion County Commissioner in the 1990s, has a son who attended the school. Gann thinks another option is to have all cadets attend Lake Weir High School, since most of the cadets are placed at Lake Weir and those not selected there can attend high school at the school.

Frustration was at its peak on Wednesday night. A few disgruntled parents criticized the district for not investing to save the military school, which was established 11 years ago.

Charter schools are public schools. However, when a group starts a charter school, it must find enough money to cover the cost of each student's government grant. School boards approve charter schools, and districts can provide the necessary oversight.

School districts receive 5% of charter school revenues for their role in allocating state funds to charter schools and overseeing the school's annual financial management budget.

Teddy Meade, a parent of two cadets, said he wants to know who is "benefiting from the closing of Marion Military Academy."

School districts can't repay charter schools that can't pay their bills, and there are two charter elementary schools and one high school in Marion County that are operating in the black.

Marion Military Academy has had financial difficulties since its inception. Almost every year the school ended the school year in the red, and the president of the academy, deMenzes, saved the school with his money.

In all, deMenzes said, he threw $250,000 into the school over 11 years. In recent years, the school has repaid part of that money as debt repayment.

A report by Theresa Boston-Ellis, the district's chief financial officer, that was written Wednesday showed that as of July 31, the military school had a budget of $101,853.

As a result, the state Department of Education stopped paying Public Education Academic Capital Expenditure (PECO). These funds are used to pay for facilities and maintenance and are critical to the success of charters.

Due to a lack of funding, Marion Military Academy recently received an eviction notice to vacate its Baseline Road lease, the Star-Banner learned at a meeting Wednesday night.

This is the third year the school has leased the 34,277-square-foot campus on 15 acres, an area that is nearly three times the size of the school's last campus at the former Hale Academy behind the College of Central Florida.

Many parents said Maier was pleased with the closure because he had petitioned the School Board in 2017 to close the school because of annual D grades and because it was not providing adequate education for students.

The school board denied Maier's request and gave the school one year to improve its grade to a C. After that happened in 2018, the board gave the school another year.

Then the education team brought in a trained supervisor and other help for struggling students. The school earned a C last summer, but deMenzes said the cost of additional programs is too high.

School board member Nancy Stacy, a strong supporter of the school, appeared upset Wednesday. He said the closure was a shame because of how the school had transformed struggling youth into boys and girls.
